Disciplinary Actions for Students
1. Objective
These rules ensure discipline, respect, and academic integrity while providing a fair process for handling misconduct.

2. Classification of Offences
All student misconduct is classified into two levels based on the nature and severity of the violation:

1. Married accommodation is permitted only for Ph.D./Post-Doctoral Scholars, subject to availability.

2. Hostel accommodation is allotted on an annual basis and hostel fees once paid are nonrefundable.

3. If a student is compelled to vacate the hostel during the academic year for any reason (except medical grounds), the hostel fee paid for the entire year shall be forfeited.

4. Leaving the Hostel requires a written request, clearance of all dues, and parental consent. Leaving the hostel without prior intimation and approval of the concerned authorities shall attract strict disciplinary action and may be referred to the Disciplinary Committee.

5. Residents shall occupy hostel rooms only after formal allotment by the concerned Hostel Warden(s). Room change may be permitted only in exceptional cases with prior approval of the Warden.

6. Room Discipline: Unauthorized occupation, room change, or night absence without permission is strictly prohibited. Students found guilty of such violations may face disciplinary action, including expulsion from the hostel and debarment from academic activities pending enquiry.

7. Visiting hours for hostel inmates shall be from 10:00 AM to 6:00 PM only.

8. The last entry time for hostel inmates is 10:30 PM, or as decided by the Institute from time to time. Students requiring late entry for valid reasons must obtain prior permission from the concerned Warden. Reporting beyond the stipulated time without permission shall invite disciplinary action.

9. Permission to stay outside the hostel at night in case of emergency shall be granted only with prior approval of the competent authority, in consultation with parents, and submission of a duly signed leave form approved by the Warden.

10. Leave: Students must apply for leave at least two (2) days in advance and ensure mandatory entry/exit logging. Violation shall attract disciplinary action.

11. Identity Cards: Students must carry their Institute ID cards at all times and produce them on demand. Failure to do so shall attract disciplinary action.

12. Resident students or day scholars are not permitted to stay in any hostel or convene meetings of any kind within hostel premises without prior permission from the Warden.

13. Hostel inmates are strictly prohibited from taking any articles, utensils, or items from the hostel or mess premises, including to their rooms. Violations shall attract disciplinary action.

14. For special medical treatment, students shall make their own arrangements and may be advised to stay at home with parents. In case of medical emergencies, the Caretaker and Primary Health Centre must be informed immediately.

15. Students suffering from contagious diseases shall not be permitted to stay in the hostel.

16. Allotment of rooms and furniture is at the sole discretion of the authorities. Complaints in this regard shall not be entertained. Students must maintain personal hygiene and ensure that their actions do not inconvenience others. Hostel authorities shall not be responsible for loss of valuables or cash kept by students.

17. Use of luxurious facilities or electrical gadgets such as heaters, irons, heating rods, refrigerators, etc., is strictly prohibited. Confiscation, penalties, or expulsion may follow.

18. Keeping pets and engaging in any form of cooking inside hostel rooms or premises is strictly prohibited and shall invite disciplinary action.

19. Use or possession of liquor, drugs, cigarettes, tobacco, or any intoxicants is strictly prohibited within the hostel and campus premises and may be dealt with as per Government of India norms.

20. Fighting, arguments, or misbehavior with staff or fellow students is prohibited. Complaints, if any, shall be submitted through proper channels. Serious misconduct may lead to expulsion.

21. Quiet Hours: Hostel quiet hours shall be observed from 10:00 PM to 6:00 AM. Violation shall attract disciplinary action.

22. Misconduct in the mess, campus premises, or Institute transport shall invite penalties or disciplinary action.

23. Undergraduate students are prohibited from using or borrowing two-wheelers or other vehicles. Violation shall attract disciplinary action.

24. Students shall not engage in political activities or discussions within the hostel or campus. Violations shall invite disciplinary action.

25. Each hostel shall have a Hostel Executive Committee as constituted by the Hostel Warden(s).

26. Ragging in any form is strictly prohibited and punishable under law.

27. Mess charges shall be paid within the first seven (7) days of every month. Failure to do so shall attract a fine of ₹500 per day. Non-payment beyond seven days may lead to suspension of mess and/or hostel facilities.

28. Food shall be consumed only in the dining hall, except in medical cases, and only with prior permission of the Hostel Warden or Caretaker.

29. Mess timings shall be strictly followed.

30. Students on approved leave of 3–10 days (at a stretch) shall pay 40% of the mess charges. Approved leave exceeding 10 days (at a stretch) shall be eligible for full mess fee waiver.

31. Students shall not waste food.

32. Any matter not covered under these rules shall be decided by the Competent Authority, whose decision shall be final and binding.

33. These rules may be revised from time to time as deemed necessary by the Institute.

34. All students shall strictly comply with the above rules and regulations.

35. Care and Protection of Infrastructure
As the hostel is newly constructed and commissioned, all inmates shall ensure careful and responsible use of rooms, furniture, fixtures, fittings, sanitary installations, electrical points, doors, windows, lifts, and common facilities. Any damage caused due to misuse, negligence, or vandalism shall be recoverable from the concerned student(s) and may also invite disciplinary action.

36. Prohibition of Alterations and Defacement
Writing, drawing, painting, sticking posters or notices, drilling holes, fixing nails/hooks, using adhesive tapes, or making any alteration to hostel property is strictly prohibited.

37. Reporting of Defects and Maintenance Issues
All defects such as electrical faults, water leakage, plumbing issues, lift malfunction, or structural concerns shall be reported immediately to the Hostel Caretaker or Warden. Students shall not attempt self-repair or engage private technicians.

38. Electrical and Fire Safety
a. Overloading of sockets, use of extension cords, multi-plugs, or alteration of electrical wiring is strictly prohibited.
b. Fire safety equipment such as extinguishers, alarms, detectors, and signage shall not be tampered with.
c. Corridors, staircases, balconies, and emergency exits shall be kept free from obstructions at all times.

39. Lift Usage (Wherever Applicable)
Lifts shall be used responsibly. Overcrowding, jumping, rough usage, or forcing lift doors is prohibited. In case of malfunction, students shall immediately inform the Caretaker.

40. Water and Energy Conservation
Students shall conserve water and electricity. Wastage of resources shall be viewed seriously and repeated violations may attract penalties.

41. Cleanliness and Waste Management
a. Students shall maintain cleanliness in rooms and common areas.
b. Waste shall be disposed of only in designated bins and waste segregation norms, wherever applicable, shall be followed.
c. Throwing garbage or objects from windows or balconies is strictly prohibited.

42. Use of Common Facilities
Common facilities such as lounges, reading rooms, TV rooms, gyms, and recreational areas are shared spaces and shall be used responsibly. Furniture or equipment shall not be moved to personal rooms.

43. Initial Occupancy and Orientation
Students shall attend hostel orientation and briefing sessions, particularly during the initial occupancy phase. Instructions issued for smooth commissioning and stabilization of hostel services shall be strictly followed.

44. Safety, Security, and Access Control
Entry of outsiders shall be strictly regulated. Students shall not share room keys or access cards or allow unauthorized entry.

45. Internet and Digital Usage
Misuse of hostel internet or digital facilities for illegal or prohibited activities shall be dealt with as per Institute policies.

46. Defect-Liability and Rectification Period
Students shall cooperate with inspections, maintenance staff, and repair activities during the defect-liability or rectification period.

47. Collective Responsibility

48. Where damage or misuse cannot be attributed to an individual, the cost of rectification may be recovered collectively from occupants of the concerned room, floor, wing, or block, as decided by the Hostel Administration.
DOs and DON’Ts
DOs

Treat the hostel as your home – use rooms, furniture, fittings, and common areas with care.
Report issues immediately such as electrical faults, plumbing leaks, lift problems, or any damage to the Caretaker/Warden.
Follow fire and safety instructions displayed in the hostel; keep corridors, staircases, and exits clear at all times.
Conserve water and electricity – switch off lights, fans, and taps when not in use.
Maintain cleanliness in rooms, washrooms, corridors, and common areas.
Use waste bins properly and follow waste segregation norms wherever applicable.
Carry your Institute ID card and cooperate with security and hostel staff.
Follow hostel entry/exit timings and obtain prior permission for late entry or night stay outside.
Respect fellow inmates by maintaining silence during quiet hours (10:00 PM – 6:00 AM).
Attend hostel orientation and briefings, especially during the initial settling-in period.
Cooperate during inspections, maintenance, and defect-liability works in the new hostel.
DON’Ts

Do not damage or tamper with walls, doors, windows, furniture, sanitary fittings, electrical points, fire alarms, or safety equipment.
Do not write, paste posters, drill holes, or fix nails/hooks on walls or furniture.
Do not attempt self-repairs or call private electricians/plumbers.
Do not overload electrical sockets or use extension cords, multi-plugs, heaters, irons, induction stoves, or other prohibited appliances.
Do not block corridors, staircases, fire exits, or balconies with personal belongings.
Do not throw garbage from windows or balconies.
Do not misuse lifts by overcrowding, jumping, or forcing doors.
Do not bring outsiders beyond permitted visiting hours or without authorization.
Do not consume or possess alcohol, tobacco, drugs, or any intoxicants inside the hostel or campus.
Do not engage in loud activities during quiet hours or disturb other residents.
Do not cook, keep pets, or store flammable materials in rooms.
Do not move furniture or equipment from common areas to personal rooms.
Do not share room keys or allow unauthorized entry. Level I (Minor Offences):
 Irregular attendance or minor academic indiscipline.
 Misbehavior with peers or minor disobedience.
 Unauthorized use of institute facilities.
 Minor damage to property or cleanliness violations.

Level II (Major Offences):
 Repeated Level I offences.
 Physical violence, harassment, or abuse.
 Possession or consumption of intoxicants or banned substances.
 Theft, vandalism, or major property damage.
 Academic dishonesty (cheating, plagiarism, tampering with records).
 Actions bringing disrepute to the Institute.

3. Disciplinary Actions

3.1 Level I – Minor Offences
The following corrective measures may be imposed individually or collectively:

1. Written Warning (copy sent to parents).
2. Enhanced attendance requirement up to 90%.
3. Mandatory library hours without using electronic devices.
4. Removal from positions of responsibility or committees.
5. Community service for 2 hours/day up to one week or 40 hours/month.
6. Restriction from clubs, gymkhana, or participation for up to one year.
7. Fine of not less than ₹5000.00 for each violation.
8. Participation in institute awareness programs (e.g., anti-ragging, social outreach).

3.2 Level II – Major Offences / Repeated Violations
1. Restriction or suspension of privileges, including:
o Hostel accommodation.
o Sports facilities.
o Membership in clubs or student bodies.
o Participation in campus placement and internships.

2. Cancellation of scholarships, awards, or fee waivers.
3. Disciplinary probation (6 months to 1 year).

4. Academic Dishonesty to be dealt as per Exam Rules notified by Dean of Academic Affairs.
5. Suspension or rustication (course or semester withdrawal with forfeiture of fees).
6. Withholding degree or certification.
7. Expulsion from the Institute for grave or repeated misconduct.

4. Disciplinary Committees and Authorities

4.1 Enquiry Committee (for Level I Incidents)
 Chief Warden – Chairman
 Concerned Head(s) of Department – Member(s)
 Dy./Asst. Registrar (Academics) – Member Secretary
 Student President/Vice-President (Gymkhana) – Member

Recommendation of punishment will be approved by the Dean (Students’ Affairs).

4.2 Student Disciplinary Committee (for Level II Incidents)
 Dean (Students’ Affairs) – Chairman
 Dean (Academic Affairs) – Member
 Chief Warden – Member
 Two Faculty Members nominated by Chairman, Senate – Members
 Registrar – Approving Authority

The Chairman may invite any additional member(s) if deemed necessary.

5. Appeal Procedure
1. A student may appeal against the punishment to the Chairman, Senate.
2. The appeal must be submitted within 05 (Five) working days of receiving the disciplinary order.
3. The appeal should clearly state the grounds and evidence for reconsideration.

6. Serious Offences (Leading to Expulsion or Severe Penalty)
1. Damage or theft of Institute property.
2. Possession or consumption of drugs, alcohol, or other intoxicants.
3. Acts of ragging, physical violence, harassment, or bullying.
4. Misuse of Institute name, seal, or digital identity.
5. Repeated violations of hostel or campus rules.
6. Actions tarnishing the reputation of the Institute.

7. Final Provisions
 The Institute reserves the right to modify these rules as required from time to time.
 Any cases not explicitly covered under these regulations shall be referred to the Competent Authority, whose decision shall be final and binding.
